When the master plan for Islamabad was drawn up in 1960, Islamabad and Rawalpindi, along with the (next to) areas.(Written by Pakistantravelerspk-pktraveler)
was to be (combined different things together so they worked as one unit) to form a large city-based area called Islamabad/Rawalpindi City-based Area. The area would consist of the developing Islamabad, the old colonial cantonment city of Rawalpindi, and Margalla Hills National Park, including surrounding areas away from cities.However, Islamabad city is part of the Islamabad Capital (land area owned or controlled by someone), while Rawalpindi is part of Rawalpindi District, which is part of area of control/area of land of Punjab.
At first, it was said that the three areas would be connected by four major highways: Murree Highway, Islamabad Highway, Soan Highway, and Capital Highway. However, to date only two highways have been built: Kashmir Highway (the former Murree Highway) and Islamabad Highway. Plans of building Margalla Avenue are also happening. Islamabad is the hub all the governmental activities while Rawalpindi is the centre of all industrial, commercial, and military activities. The two cities are carefully thought about/believed sister cities and are highly (dependent on each other).
